The COVID-19 pandemic has disrupted lives and society in an unprecedented manner. While social distancing measures affect all parts of society, different age groups experience the impact of pandemic in distinct ways. Youth are particularly affected by disruptions in their access to education, uncertainties in employment and the economy, and rising government debts. At the same time, youth is also surrounded by the multi-faceted challenges that society and democracy face.  

In line with the theme of the 14th BDF, the 5th BDSC of 2021 will address the theme of “Forging the Role of Youth in Democracy: Towards Social Inclusivity and Sustainable Economic Recovery.” The 5th BDSC will feature 2 (two) streams of discussions, namely “Towards Sustainable Economic Recovery” and “From Social Injustice to Social Inclusivity”.

The 5th BDSC will discuss the impact of the COVID-19 pandemic to democracy through the lens of youth and how youth can contribute in in resolving challenges and mitigating such impacts. The 5th BDSC will produce an outcome document to be presented to the 14th BDF. 

The theme is derived from the following aspects:

  1. The Pandemic has led to multi-dimensional crises which poses never-before seen challenges in advancing economic and social justice: prerequisites to attain democracy for humanity.
  2. The Pandemic has intensified economic disparity by worsening existing poverty and widening inequality. 
  3. The Pandemic has exacerbated social inequality through, access restriction, exclusion and discrimination.
  4. With democracy as a backdrop, youth have an important role to play in ensuring that the road to economic recovery will be sustainable and inclusive, by voicing their concerns and providing possible solutions, as government adjust, cope and respond gradually to the crisis.
